In 2008, the City of Port Orchard completed a periodic update of its Comprehensive Plan in compliance with the Washington State Growth Management Act (GMA) requirement, per RCW 36.70A.130 (1). As part of the periodic update, Port Orchard conducted a thorough review of its plan and regulations in order to bring them up-to-date with any relevant changes in the GMA and to respond to changes in land use and population growth. The 2008 Comprehensive Plan Update was approved by the Port Orchard City Council on December 09, 2008, by Council Ordinance No. 042-08.
The Comprehensive Plan went through annual amendment processes in 2009 (Ord. No. 034-09), 2011 (Ord. No. 023-11), 2012 (Ord. No. 019-12), and 2013 (Ord. No. 028-13).
The 2014 Update to the Comprehensive Plan revises the Zoning and Comprehensive Plan maps to reflect two zoning changes, adopts a text amendment to Chapter 2 for designating Local Centers, amends the transportation element of the Plan by adding the 2015 6-year TIP, amends the capital facilities element to address proposed transportation projects and property acquisition, and updates Appendix G: Plans Adopted by Reference by adding the 2011 Transportation Plan Update. The update was approved by Port Orchard City Council on November 25, 2014, by Council Ordinance No. 016-14 and on December 09, 2014, by Council Ordinance No. 021-14.
