The 2008 Port Orchard Comprehensive Plan Update is a 20 year plan for the future of the City of Port Orchard in compliance with the Washington State Growth Management Act and state regulations regarding municipal planning. The Comprehensive plan is the preliminary culmination of previous City plans including the 1965 Comprehensive Plan, the 1995 Comprehensive Plan, Tremont Corridor Plan and Kitsap County Comprehensive Plans from 2005 and 2006.  The FINAL 2008 Port Orchard Comprehensive Plan Update was approved by the Port Orchard City Council on December 9th, 2008, by Port Orchard City Council Ordinance No. 042-08.

The 2009 Amendment to the Comprehensive Plan includes updated maps, minor text changes, and Appendix G: Plans Adopted by Reference. The update was approved by the Port Orchard City Council on December 22, 2009, by Council Ordinance No. 034-09.

The 2011 Amendment to the Comprehensive Plan includes updated zoning and comprehensive land use maps to accommodate changes to the city limits due to annexations; one comprehensive plan site specific map correction; updates to Appendix G: Plans Adopted by Reference; and updates to Chapter 11: Implementation. The update was approved by Port Orchard City Council on December 13, 2011, by Council Ordinance 023-11.
