Tim Matthes, Mayor  The Mayor, who is elected at-large for a four-year term, serves as the chief administrative officer and as such is responsible to the City Council in preparing the annual budget, submitting it to the Council, and administering it after it is approved; enacting the Council’s policies; providing City Department overview and liaison; and representing the City officially to the public and other governmental agencies.
Council The Council is comprised of seven (7) members, six (6) of the positions serve a four-year term. One position is considered “At-Large” and serves a two-year term. The City does not have districts and therefore each Councilmember represents the City as a whole. Councilmembers are assigned to committees to assist in research and recommendations to the full Council. The Council by ordinance enacts legislation, sets policy, adopts the budget, and regulates the fiscal affairs of the City. Please note: Councilmembers do not maintain office hours at City Hall. Council Meetings The City Council meets twice a month on the second and fourth Tuesday of each month, with a work session held on the third Tuesday. Council CommitteesFinance (Chair Clauson, Putaansuu, and Childs)Finance Director is the staff liaison. Committee reviews contracts and financial issues of the City, especially involved during budget process at end of calendar year. Economic Development/Tourism (Chair Lucarelli, Childs, and Colebank)City Clerk is the staff liaison. Committee includes Festival of Chimes and Lights, Lodging Tax matters, and other public events and tourism related issues. Utilities (Chair Putaansuu, Clauson, and Lucarelli) Public Works Director is the staff liaison. Committee members also serve as City representatives on the Sewer Advisory Committee meeting with the West Sound Utility District Commissioners to discuss the JWWTF. Reviews utility issues related to sewer water, and storm-water. Public Property (Chair Powers, Chang, and Lucarelli)Public Works Director is the staff liaison. Reviews actions of the City regarding City property, including parks; does not deal with streets, alleys or sidewalks. Working on updating the City’s Comprehensive Parks Plan.
