PORT ORCHARD — The development group behind a proposed five-story, multi-use building on Bay Street in Port Orchard hopes to tap into public funds to build a waterfront community center downtown.

Waterman Investment Properties LLC, the group seeking to buy property at 640 Bay St. and turn it into a 55,000-square-foot building with retail space and apartments, presented a vastly expanded proposal to Port Orchard City Council members Tuesday.
