MDNS – Geiger Road Residential Plat

DESCRIPTION OF PROPOSAL: The applicant has submitted a preliminary plat application to develop a residential subdivision on two tax parcels comprising approximately 9.7 acres. The proposal consists of 51 residential lots accommodating 35 detached houses and 16 attached houses.


Other improvements will include water service and sanitary sewer service provided by the West Sound Utility District, stormwater collection and conveyance, and other utilities such as telephone and power. The storm drainage collection and conveyance system for the project includes a retention pond facility for water quantity mitigation and facilities for water quality enhancement.




LOCATION OF PROPOSAL: Southwest of the intersection of SE Blueberry Road and Geiger Road SE in Port Orchard, WA. Parcel Numbers      022301-4-002-2006, and 022301-4-003-2005 (known as the “project site”).


LEAD AGENCY: City of Port Orchard


SEPA DETERMINATION: The City of Port Orchard, as lead agency for this proposal, after reviewing a completed environmental checklist and other information on file, has determined that the proposed project may have an adverse impact on the environment and mitigating conditions have been included with this determination to offset these impacts. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c), provided the SEPA conditions listed below are used to mitigate potential adverse impacts. Information on file for this proposed project is available to the public on request to the lead agency.


SEPA CONDITIONS: The SEPA Environmental Checklist and associated appendices and responses to requests for additional information comprise the City of Port Orchard’s record. Pursuant to Port Orchard Municipal Code Title 20, the City relies on the SEPA Environmental Checklist in conditioning project approval.


Impact: Transportation

An increase in vehicular traffic and the safety associated with it, along SE Blueberry Road, a local street primarily serving single family development as described in the traffic impact analysis for the proposal, is identified as a potential impact of the proposed development.


Project Mitigation:

  1. Removal and/or relocation of an existing utility pole within public right-of-way located approximately 700 feet east of the intersection of SE Blueberry Road and Geiger Road SE, near the southwest corner of Andasio Village subdivision and north of the SE Blueberry Road roadway to a location outside of SE Blueberry Road’s ultimate roadway design.

This Mitigated Determination of Nonsignificance (MDNS) is issued pursuant to WAC 197-11-350 and POMC Title 20. The City of Port Orchard will not act on this proposal for fourteen (14) days from the issue date below.
