Description of Proposed Project: A shoreline variance to allow the encroachment of a proposed structure into a 150-foot buffer associated with an off-site wetland within the shoreline jurisdiction. The shoreline variance is requested to reduce the wetland buffer to a distance consistent with the setback required from the shoreline in the high intensity category. The resulting wetland buffer would be 75 feet from the ordinary high water mark.

State Environmental Policy Act (SEPA) Determination: The SEPA Official for the City of Port Orchard has not issued a SEPA Determination for the project at this time.

Existing Studies and Environmental Documents Evaluating the Proposal:

Traffic Impact Analysis dated July 26, 2019 prepared by Transportation Solutions, Inc., Critical Areas Assessment and Habitat Management Plan dated April 4, 2019 and revised January 5, 2020, and Phase II Environmental Assessment Subsurface Investigation dated May 9 ,2019 prepared by Atlas Geosciences NW.

Public Comment Period: Any interested person may comment on this application. The comment period will remain open for 30 days. The deadline to submit comments is April 20, 2020. Any interested person may request notification of any hearings or meetings and request a copy of the decision once made. Review Authority: Shoreline Substantial Development and Variance permits are Type III permits that are subject to decision/recommendation by the Hearing Examiner for the City of Port Orchard that is forwarded to the Department of Ecology for review. Any appeals of these decisions shall be filed with the Shoreline Hearings Board pursuant to the procedures outlined in RCW 90.58.180.
