Site Description: Right-of-way abutting parcel number 252401-2-001-2003, commonly known as Etta Turner Park and surrounding Bay Street Pedestrian Path (BSPP) Segments 3, 4, and 5.

Description of Proposal: Replacement and upgrade of existing electrical conduit/wiring and replacement of two (2) existing streetlights at Etta Turner Park. The replacement streetlights will be placed approximately 5-ft. further to the east, away from Blackjack Creek. An additional street light will be installed near the existing gazebo at Etta Turner Park. The upgraded conduit and wiring will extend to the BSPP Bridge over Blackjack Creek and electrical outlet receptacles will be installed on the underside of the bridge. Other lighting improvements will include removal of three existing light bollards and adding six solar light bollards in segment 3 and six solar light bollards in segment 5 (total of 12) for added pedestrian safety. Concrete pads will also be installed; two pads in segment 3 for park benches and trash receptacles and one concrete pad at Etta Turner Park for future inlaying of donated bricks.

SEPA Threshold Determination: A SEPA Determination of Nonsignificance (DNS) was issued for the project on May 27, 2021.

Required Permits: The following local, state, and federal permits/approvals are needed for the proposed project: No development permits are needed.

Applicable Code(s): Port Orchard Municipal Code Title 20, WAC 197-11 SEPA Rules.

Review of Documents: A copy of the hearing record, including the application and supporting documents, are available for inspection by the public at no cost. A copy of the staff report will be available for inspection at no cost at least seven (7) days prior to the hearing. Copies will be provided at the requestor’s cost.

Comment Period: Any person may participate electronically and provide public testimony or submit written comment until the close of record by the Hearing Examiner.
