CITY OF PORT ORCHARD MCCORMICK WOODS STEP SYSTEM RETROFIT PROJECT PW2017-014/C036-17

Notice is hereby given that sealed bids will be received at the office of the City Clerk for the City of Port Orchard, 216 Prospect Street, Port Orchard, WA 98366 until 12:00PM (noon) on May 26th 2017, for the McCormick Woods STEP System Retrofit Project, Public Works Project No. PW2017-014. No proposals will be accepted after the above-stated time. Immediately following the above-stated time, the proposals will be publicly opened and read. 

The project consists of work to be performed within 100 working days from the Notice to Proceed, and consists of furnishing all materials, equipment, tools, labor, and other work or items incidental theretofore and as generally described as follows:

  1. 60 STEP Conversions to grinder pump

Access to bidding information (plans, specifications, addenda, and Bidders List) is available through City of Port Orchard’s on-line plan room. Free-of-charge access is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on “Posted Projects,” “Public Works,” and “City of Port Orchard.” This on-line plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic email notification of future addenda and to place themselves on the “Self-Registered Bidders List.” Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on‑line plan room for addenda issued on this project. If you don’t have access to the Web, you can make arrangements to pick up a set at the Port Orchard City Hall, City Clerk’s Office, 216 Prospect Street, Port Orchard, WA 98366, 360-876-4407, for a NON‑REFUNDABLE fee of $5.00. If you wish the bid documents mailed to you, add $8.00 to cover postage. Informational copies of any available maps, plans, specifications, and subsurface information are on file for inspection in the office of the Port Orchard Project Engineer, 216 Prospect Street, Port Orchard, WA 98366.

All bid proposals shall be accompanied by a bid security (bid deposit) in the form of a cash deposit, certified or cashier’s check, postal money order, or surety bond made payable to the City of Port Orchard, for a sum not less than five percent (5%) of the amount of such bid, including sales tax. Should the successful bidder fail to enter into such contract and furnish satisfactory payment and performance bonds within the time stated in the Specifications, the bid security (bid deposit/bond) shall be forfeited to the City of Port Orchard.

The award of the Contract will go to the qualified bidder submitting the lowest responsible bid. The City reserves the right to reject any and all bids or waive any informality in the bidding and make the award as deemed to be in the best interest of the City.

The City of Port Orchard in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

  • Notice is given to all potential bidders that any bid responses may be subject to release under the Public Records Act Chapter 42.56 RCW and the City may be required to disclose bid responses upon a request. Bidders are advised to mark any records believed to be trade secrets or confidential in nature as “confidential.” If records marked as “confidential” are found to be responsive to the request for records, the City may elect to give notice to the bidder of the request so as to allow the bidder to seek a protective order from a Court.  Please be advised, however, that any records deemed responsive to a public records request may be released at the sole discretion and without notice by the City.

 Financing of this project has been provided by the City of Port Orchard, the Washington State Transportation Improvement Board (TIB), and the Federal Highways Administration (FHWA) via the Puget Sound Regional Council (PSRC).  The City of Port Orchard reserves the right to reject any or all bids and to waive minor irregularities or informalities and to further make award of the project to the lowest responsive, responsible bidder as it best serves the interest of the City.  Proposals are to be submitted only on the form provided with the Contract Provisions.  All Proposals must be accompanied by a certified check, cashier’s check, money order or bid bond payable to the City of Port Orchard and in the amount of not less than 5% of the total bid amount.

Project Description

The Tremont Street Widening SR 16 to Port Orchard Boulevard Project proposes to widen Tremont Street from 2 to 4 lanes, adding median, bike lanes, sidewalks, 2 roundabout intersections, utilities, drainage, landscaping, and other miscellaneous work.  The general aspects of this work will involve demolition, erosion control, grading, paving, traffic control, utility work, curb and gutter and ramps, sidewalk, striping, and signing.  The total estimated cost for this project is in the range of $12,000,000 to $13,000,000.  The number of Working Days for Physical Completion of this project is 390.

A DBE goal of 18% and prevailing wage requirements are in effect.

2017-2018 Well No. 9 Water Quality Retrofit Project

2017-2018 WELL NO. 9 WATER QUALITY RETROFIT PROJECT - CONSTRUCTION PHASE CONSTRUCTION ADMINISTRATION/CONSTRUCTION MANAGEMENT SERVICES

The City of Port Orchard hereby solicits interest from consulting firms with expertise in Construction Administration and Management.  The Agreement will be for approximately 18-months in duration, with the option for the City of Port Orchard to extend it for additional time and money, if necessary.  Consultants will be considered for the following project.

The City of Port Orchard reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description

The work to be performed by the selected CONSULTANT consists of the construction administration and construction management on the City’s behalf for compliance with the PS&E requirements, and compliance with State and Local Regulations during the construction of the City-funded 2017-2018 Well No. 9 Water Quality Retrofit Project. The proposed improvements to the existing Well No. 9 site includes, but is not limited to; the installation of a pyrolusite filtration system and enclosure building, the installation of a 15,000-gal below grade water clearwell, the replacement of an existing hypochlorite generator, upgrades and/or replacement of distribution booster pumps, removal of a weir within the existing clearwell, replacement of the existing clear-well hatch, addition of an auxiliary power generator, installation of a sewer drain/filtration backwash line, the demolition of an existing park restroom, construction of a new park restroom, new electrical wiring, piping, valving and fencing, and integration of the new filtration system with the existing SCADA system. This project has no mandatory DBE goal.

Submittals will be evaluated and ranked based on the following criteria:

4)   Approach to Project

5)   Familiarity with applicable Federal, State and Local Regulations

6)   Past Performance/References

7)   Experience with WDOH

Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.
